How to resize my photo in JPG format in order to upload to my jobstreet, my resume? Thank you.?

I need to know the step by step guideline because I have tried so many but not successful.

1. Which photo editing software are you using?
2. Have you tried opening it in paint and resizing it by going to Image and then resize/skew... then you just put in a percentage and it will resize it. Try it!
